II. Make an appointment with Ms. Yueh-e Li Weng, the City Councilor

 

  1. Question design for the first interview

After understanding the interview purpose, we began to design interview questions. In terms of the underground of electric towers in Luzhou and relevant questions about electromagnetic wave, the teachers firstly put forward questions for demonstration teaching, then the interview questions for that day were listed and in the end, students were required to design the questions for the second interview by using the experience of the first interview.

 

(1) In the past, dozens of high voltage towers stood upright in Luzhou District. Since 2011, Taiwan Power Company began to make electric tower underground. What problems had residents in Luzhou been faced before that?

 

(2) Residents in Luzhou worried that electromagnetic wave would affect physical health. Was there any real case that high voltage tower harmed physical health? What was residents’ reaction? Being sick or suffering from other psychological health problems?

(3) Residents in Luzhou ever struggled against Taiwan Power Company to build transformer station in 2006. Was there any difficulty during that process? What was the biggest difficulty? Are there any other solutions or resolution methods in addition to struggle?

 

(4) In addition to underground of electric tower, are there any other solutions dealing with this problem?

 

(5) How did Taiwan Power Company realize the underground of electric towers? What were the difficulties?

 

(6) Did the residents in Luzhou have any other relevant reactions after the underground of electric towers? Could the underground cables really solve residents’ doubt that electromagnetic wave might affect health?

 

(7) At present, 2 electric towers (one is in the beginning and the onther one is in the end) in Luzhou electric tower must be retained, why? Some original places were changed into parks after the underground of electric towers. Were there any other plans? Please express your afterthoughts for the whole event as well as your prospect for Luzhou’s future.

Interview questions

Answers given by Ms. Yueh-e Li Weng, the City Councilor

1. In the past, dozens of high voltage towers stood upright in Luzhou District. Since 2011, Taiwan Power Company began to make electric tower underground. What problems had residents in Luzhou been faced before that?

Residents mainly worried that electric tower would affect health.

2. Residents in Luzhou worried that electromagnetic wave would affect physical health. Were there any real cases that high voltage tower harmed physical health? What was residents’ reaction? Being sick or suffering from other psychological health problems?

Real cases: 1. One household lives in a place with higher frequency electromagnetic wave, so the whole family members suffer from brain cancer. 2. An old couple live in a place with higher frequency electromagnetic wave, so their sclerotin becomes worse and worse.

3. Residents in Luzhou ever struggled against Taiwan Power Company to build transformer station in 2006. Was there any difficulty during that process? What was the biggest difficulty? Are there any other solutions or resolution methods in addition to struggle?

In 2006, Ms. Yueh-e Li Weng, the City Councilor was the mayor at that time. Later, it was heard that Taiwan Power Company would build launch station in farmland consolidation areas (267 hectares) in the north of Luzhou, why? Residents’ electricity consumption only accounts for 3% in the nearby and the residual electricity is transmitted to Taipei, so residents in Luzhou struggled against it! They went to County Government and Mr. Chi-wei Chou also promised not to build launch station in Luzhou, and then they came to the departments of Taiwan Power Company, but the staffs had already run away. Subsequently, the authorities of Taiwan Power Company said that the expenditure was insufficient and they also threatened the residents. (The plan was in 2003 and 2004. Ms. Yueh-e Li Weng, the City Councilor had been the mayor from 2002 to 2011). However, lots of residents disagreed to build launch station, transformer station and transmission towers in the same area. Ms. Yueh-e Li Weng, the City Councilor explained to us that our electricity in Luzhou is transmitted from Dinghu launch station in Linkou.

4. In addition to underground of electric tower, are there any other solutions dealing with this problem?

In fact, there were 10 electric towers in Xizhi and 14 electric towers in Jixian Rd. After the struggle, Taiwan Power Company promised to realize underground within 5 years.

5. How did Taiwan Power Company realize the underground of electric towers? What were the difficulties?

Difficulty: funds.

6. Did the residents in Luzhou have any other relevant reactions after the underground of electric towers? Could the underground cables really solve residents doubt that electromagnetic wave might affect health?

After the underground, there was a receiver in Luzhou Station.

7. After the underground, there was a receiver in Luzhou Station.

The electric tower in Luzhou is actually transformer station. There were 10~20 electric towers at the beginning.

8. Some original places were changed into parks after the underground of electric towers. Were there any other plans?

All the empty spaces were changed into squares or parks.

9. Please express your afterthoughts for the whole event as well as your prospect for Luzhou’s future.

The potential for growth in Luzhou is limitless. A bridge will be built in agricultural region in the north. Luzhou is very prosperous, but there are no larger hospitals. I hope a large hospital will be built in the future and Luzhou can achieve greater development.

10. Are there any photos about the process of Electric Tower Event, like old electric towers, struggle photos, or written information which can help us have a better understanding and can be used by us to make the web pages.

(3) Afterthoughts for the first interview

On October 19, I was very excited to prepare to have an interview for Cyberfair project for the first time! A few days ago, the teacher gave us the interview questions and arranged the questioning sequence and I was arranged to ask the third question: residents in Luzhou ever struggled against Taiwan Power Company to build transformer station in 2006. Was there any difficulty during that process? What was the biggest difficulty? Are there any other solutions or resolution methods in addition to struggle? We walked from Lu Jiang Elementary School to Ms. Li Weng's Service Office and prepared the paper and pens to listen to her answers carefully. We were confident to ask the first question and Ms. Yueh-e Li Weng, the City Councilor also answered it briefly. However, she spoke Taiwanese and it was a little difficult for us to understand her. After a while, it was my turn to ask the question and I was very nervous. After listening to the detailed explanation of Ms. Yueh-e Li Weng, the City Councilor, I understood the struggle situations at that time. She also told us the electricity used in Luzhou was transmitted from Dinghu Launch Station in Linkou, and we have harvested a lot. We were also very happy to see the head of Luzhou -- Ms. Yueh-e Li Weng. Meanwhile, it is a rewarding trip that we have understood the knowledge about electricity, and the functions of electric tower and transformer station and also known that electric towers in Luzhou are built near St. Ignatius High School, Sanmin Park and Luzhou Station. We made many mistakes in this interview; for example, when we asked Ms. Yueh-e Li Weng, the City Councilor some questions, we paid more attention to the interview scripts instead of staring at her, which seemed to be a little impolite. We will learn lessons from this interview and pay more attention to such mistakes next time. Today’s interview has come to an end successfully. It is hoped that we can correct our errors in this interview and keep our strengths to make the progress in the future interview.

After we arrived at Ms. Li Weng's Service Office, Ms. Yueh-e Li Weng, the City Councilor was very kind and asked us to have some water and eat a piece of pineapple cake. During the interview, she spoke Taiwanese to answer the questions. When she mentioned some abstruse words, she spoke Mandarin Chinese. During answering my question, she answered detailedly. However, I also found that Ms. Yueh-e Li Weng, the City Councilor caught her breath and soon another student asked the next question. It means that our questioning speed is too fast and we need to improve it. Ms. Yueh-e Li Weng, the City Councilor also told us many interesting things; for instance some residents taught her how to throw an egg: put the egg under the sun until it is rotten and then throw the egg. After this interview, we have gotten to know more knowledge about electromagnetic wave. Later, the teacher also showed us the skills in interview, so that the next interview with Taiwan Power Company will be smooth. We feel grateful that Ms. Yueh-e Li Weng, the City Councilor has told us so much knowledge related to electromagnetic wave.

At the beginning of interview, I felt a little nervous and feared that I might not speak well and clearly. Later, I found that it was not so frightening. The interview came to an end smoothly. Unexpectedly, when we came back to classroom, the teacher said that our performance was not good during the interview. Later on, I knew that the teacher just reminded us to look at Ms. Yueh-e Li Weng, the City Councilor when we asked the questions, rather than always looking at the questions, which is impolite to her.

There were ever many high voltage towers in Luzhou. Relatively, the criticism against electromagnetic wave was also higher. Minorities resident in Luzhou have lost their health for being disturbed by electromagnetic wave. After Ms. Yueh-e Li Weng, the City Councilor told us these stories, we felt that those residents who are disturbed by electromagnetic wave are very innocent. No wonder they struggled against it. Time flied during our listening and we were going to go back to school. On the way back to school, I reflected the interview contents. In my opinion, the biggest harvest is that I have understood the “countless” electric towers in Luzhou in the past. I expect that Luzhou can become better and better in the future and the frequency of electromagnetic wave will not harm people’s health.

The team members of Cyberfair project have collected lots of news related to struggle event, but we still need to clear up contents of struggle and villagers’ inner voices. As a result, we have decided to have an interview with Ms. Yueh-e Li Weng, the City Councilor in Luzhou in the afternoon of October 19, 2016.

On the day of interview, we gathered together at school and then left for the place for the first interview — Ms. Li Weng's Service Office. On the way, I kept thinking, “what kind of person might Ms. Yueh-e Li Weng, the City Councilor be? And what would Ms. Li Weng’s Service Office be like?” Unconsciously, we came to the destination. Upon entering Ms. Li Weng’s Service Office, we were greeted with the kind and warm welcome. The interview began until all students were in place. Ms. Yueh-e Li Weng, the City Councilor spoke Taiwanese fluentlywithout a stop. She said Taiwan Power Company determined to build extra high voltage transformer station in Luzhou at the cost of people’ precious health. With great anger, residents in Luzhou took to the streets to defend the home and vowed that they would never give up and fight to the very end. However, the struggle lasted for several years and ended in a deadlock. Residents felt angry and desperate for Taiwan Power Company’s strategy of “Fine words dress ill deeds”, so they had to end the struggle! After the end of interview, I kept thinking about why governmental agencies could not be on the same side with residents. This interview enables us to have a deeper understanding of the struggle history about electric tower in Luzhou and I have also acquired lots of knowledge. Thanks to her explanation, we have understood much small general knowledge related to electric tower. The biggest harvest is that I have known that the electric towers, being able to be seen everywhere in Luzhou unexpectedly frighten the residents.
